Armenia's regulated retail tariff is AMD 44.95/kWh (~$0.11/kWh), set by the Public Services Regulatory Commission (PSRC). ENA prosumer net metering (2017 law)
Armenia's 2017 Net Metering Law is one of the more progressive prosumer frameworks in the South Caucasus. Solar owners (up to 500kW) can register with ENA as prosumers and receive net metering credits for surplus exported electricity at the full retail rate (AMD 44.95/kWh). Credits accumulate and offset future bills, with annual settlement. This makes the full annual solar production economically valuable, significantly improving payback compared to self-consumption-only models. Apply through ENA's customer portal (ena.am) or at your regional ENA office.
High-altitude irradiance advantage
Armenia's continental highland climate provides a significant solar advantage: at 900m (Yerevan) to 1,500m+ (Gyumri, mountain regions), solar panels receive approximately 5% more irradiance per nominal PSH than at sea level, due to thinner atmosphere and less air mass. Combined with Armenia's clear, dry summer skies, actual panel output often exceeds nominal PSH-based estimates. This is why Armenia has become a popular solar destination among South Caucasus investors.
The Formula
Armenia's solar sector has grown rapidly since the 2017 net metering law. The country receives strong EBRD, ADB, and EU NIF financing for renewable energy projects. Armenia has a 2030 target for 15% renewables in the electricity mix, up from less than 1% solar currently. The AMD has been relatively stable in recent years. PSRC sets the regulated ENA tariff annually — it has risen modestly each year, improving solar economics over time. No VAT applies to solar equipment imports under Armenia's investment promotion framework (verify current exemptions with your installer).
