Net-Billing System (post-2022)
Poland switched from net-metering to net-billing on April 1, 2022. Under net-billing:
- Self-consumed energy: Offset against retail electricity price (~0.80 PLN/kWh) — most valuable
- Exported surplus: Credited monthly at spot market price (~0.20–0.35 PLN/kWh) — far less than retail
- Monthly settlement: Credits expire after 12 months. Any unused credit is forfeited.
- Impact: Maximizing self-consumption is now critical. Battery storage dramatically improves net-billing economics.
Systems installed before April 2022 under net-metering keep that scheme until 2029 (grandfathered). New installations use net-billing only.
Moj Prad 6.0 — Grant Details
The Moj Prad (My Power) program provides non-repayable grants for residential solar:
- PV installation only: PLN 6,000 (systems up to 10 kWp)
- PV + energy storage: PLN 7,000 (combined installation)
- Battery only (BESS): PLN 16,000 (standalone battery without new PV)
- Conditions: Must be installed by a certified installer, system must have a grid connection agreement (umowa z OSD), application through mojprad.gov.pl
- Fund limits: Applications accepted until annual budget is exhausted — apply early
Ulga Termomodernizacyjna
The thermal modernization tax relief (ulga termomodernizacyjna) allows homeowners to deduct up to PLN 53,000 in solar panel and battery costs from their income tax base:
- For a taxpayer in the 23% bracket: up to PLN 12,190 in tax savings
- Includes PV panels, inverters, mounting systems, batteries, and installation labor
- Requires VAT invoices (faktura VAT) from a certified installer
- Deducted over up to 6 years if the full amount exceeds annual income
- Cannot be combined with Moj Prad grant for the same costs (different applications)

Worked Example — Warsaw 6 kWp
Warsaw (Mazowieckie): 3.5 PSH. System: 6 kWp at PLN 5,000/kWp = PLN 30,000.
- Annual production: 6 × 3.5 × 365 × 0.80 = 6,132 kWh/yr
- Self-consumed (30%): 1,840 kWh → 1,472 PLN/yr saved
- Exported (70%): 4,292 kWh × 0.28 = 1,202 PLN/yr
- Total benefit: 2,674 PLN/yr
- System cost: PLN 30,000
- Moj Prad 6.0: −PLN 6,000
- Net cost: PLN 24,000
- Ulga termomodernizacyjna: PLN 30,000 × 23% = PLN 6,900 tax saved

FAQ
Is solar worth it in Poland after the switch to net-billing?
Yes, but the economics changed. Under net-billing, self-consumption is now far more valuable than exporting surplus. Adding battery storage (increasing self-consumption from 30% to 60%) significantly improves payback. Combined with Moj Prad 6.0 and ulga termomodernizacyjna, effective payback periods of 8–12 years are achievable even in cloudy Pomerania.
Can I still benefit from the old net-metering (net-metering) system?
Only if you installed before April 1, 2022. Those installations keep the net-metering scheme (80/70 rule: small systems get 80% of exported energy credited back) until December 2029. After that, all systems will operate under net-billing. If you're on the old scheme, postponing your next installation decision until closer to 2029 may make sense.
How do I apply for Moj Prad 6.0?
Apply online through mojprad.gov.pl after installation and grid connection. Required documents: faktura VAT from certified installer, grid connection agreement (umowa z OSD), technical parameters of the system, bank account number, property ownership confirmation. Processing time: 30–60 days. Grants paid directly to your bank account.
What VAT rate applies to solar panels in Poland?
Solar panels and installation are subject to 8% VAT for residential buildings (nie dla zabudowy mieszkaniowej jednorodzinnej). Commercial installations use the standard 23% VAT rate. Your installer will apply the correct rate. Always verify the VAT rate on your invoice before claiming ulga termomodernizacyjna.
Do I need a building permit for solar panels in Poland?
For roof-mounted solar systems up to 50 kW, no building permit (pozwolenie na budowę) is required — only a grid connection application with your OSD (Distribution System Operator: Tauron, Energa, PGE, Enea). The OSD has 30 days to approve connections up to 50 kW. Systems over 50 kW require a full building permit and environmental assessment.
