Enter your average monthly electricity bill in Romanian lei (RON) from your supplier — Electrica, CEZ, E.ON, Enel/Enel X, or others. The calculator uses Romania's average blended retail rate of ~0.90 lei/kWh. Select your city — Constanța (4.0 PSH) on the Black Sea coast is Romania's sunniest city, followed by Craiova and Galați (3.8 PSH). Cluj-Napoca and Brașov (3.5 PSH) receive less radiation due to Carpathian mountain influence.
Set system size and Casa Verde eligibility

Systems up to 9kWp on residential properties are eligible for the Casa Verde Fotovoltaice grant of up to RON 20,000 (~€4,000), administered by AFM (Administrația Fondului pentru Mediu). Prosumer net metering in Romania
Romania's prosumer law (Legea nr. 269/2021) allows solar system owners to sell surplus electricity back to the grid. The prosumer credit rate is approximately 15 lei cents per kWh — lower than the retail rate, but still meaningful for surplus production. Self-consumption at retail rate (~0.90 lei/kWh) remains approximately 6x more valuable than prosumer exports, making self-consumption optimization the priority.
The Formula
Romania's solar regulatory framework is based on Legea nr. 220/2008 (renewable energy law) and Legea nr. 269/2021 (prosumer legislation). The Casa Verde Fotovoltaice programme is financed from the state environmental fund and has multiple application rounds. ANRE (Autoritatea Națională de Reglementare în Energie) sets prosumer tariff rules. Note: RON amounts use an approximate EUR rate of 1 EUR = 5 RON for reference.
