Prosumer net metering in Romania

Romania's prosumer law (Legea nr. 269/2021) allows solar system owners to sell surplus electricity back to the grid. The prosumer credit rate is approximately 15 lei cents per kWh — lower than the retail rate, but still meaningful for surplus production. Self-consumption at retail rate (~0.90 lei/kWh) remains approximately 6x more valuable than prosumer exports, making self-consumption optimization the priority.

Romania's solar regulatory framework is based on Legea nr. 220/2008 (renewable energy law) and Legea nr. 269/2021 (prosumer legislation). The Casa Verde Fotovoltaice programme is financed from the state environmental fund and has multiple application rounds.
